According to Comic Book, the CEO of Marvel Studios, Kevin Feige, was the one who proposed the inclusion of this hero in Avengers: Infinity War. This information was revealed in June of this year. However, the writers offered the details of his inclusion.
Basically, the generational change in the MCU superheroes was imminent in Avengers: Endgame. So, since Infinity War, they would seek to add more characters to the plot. Unfortunately, only Captain Marvel was chosen, who had a solo movie just before.
The same media conducted an interview with the writers, where they revealed that in the scene where Hulk arrives at the Sanctum Sanctorum (temple of Dr. Strange's followers) they actually thought that the message would be sent by Nova.
