Raúl Castro on violence in football: "I don't believe that the citizens are failing, but rather the institutions and the State" [VIDEO]

Peruvian anthropologist Raúl Castro warns about the importance of a true institutionalization of Peruvian football clubs.

Dealing with violence inside and outside the football fields is a pending issue for the central and local government, and for the institutions dedicated to Peruvian football. The death of three fans in a confrontation between groups of Universitario and Alianza Lima clubs reflects the inactivity of the authorities in the face of this social problem.

Raúl Castro, an anthropologist and dean of the Faculty of Communication and Advertising of the Universidad Científica del Sur, affirms in an interview with the group El Comercio, that the criminal acts that occur in football "are a consequence of the complete laxity of sports institutions and authorities" when managing a sporting event.

"All Limeños know which routes violence between fans happens... It is lamentable that the authorities have to resort to the recordings of the municipalities because they are not capable of structuring a minimum video surveillance system, which is what has practically eliminated violence in other countries. The hooliganism phenomenon disappeared in England thanks to video surveillance and the traceability of dangerous individuals... but for our police forces, the Ministry of the Interior, and sports institutions, it's science fiction. They simply have to call a university to design that type of tracking and apply it. My perception is that they are not interested because they prefer to have fragmentation and precariousness in the system in order to have patronage systems to be re-elected," said the anthropologist.

Raúl Castro ensures that it is possible to eliminate violence in Peruvian football as our neighboring countries Chile and Argentina have done as long as football clubs and the central government are interested in doing so.

"There must be a commitment from the main authorities because fans are doing their best, and we should not lose faith in citizen organization because of a couple of criminals. I don't believe that citizens are failing, the simulations of institutions that exist and the State that does not regulate or organize a security system that is its prerogative are failing. The State should not organize clubs, the State should demand a development plan from them because the safety of thousands of families is at stake. In addition, supervise and provide them with the tools. There are two key actors here: the simulations of institutions to become real institutions and state agencies that must oversee this," he emphasized.

"It is not possible that there is no video surveillance map, where the profiles of the people under surveillance and who are expelled from watching the spectacle are. That is not science fiction, neighboring countries do it. There you collide with leaderships that have no interest in it, so there should be a strike by fans where no one goes (to the stadium) until they exhibit security and management plans for all urban mobility," added Castro.
