Universitario, like every team at the beginning of the season, seeks to strengthen itself and have a great squad to compete for the local championship and, if possible, any international cup. This was the case for this year, as well as for 2011, when they brought in players like Johan Fano, Pedro García, Cristian Álvarez, and Pablo Vitti.
In addition to Vitti and 'Chato' García, who were champions with San Martín del 'Maño' Ruíz, another signing for Universitario was Paraguayan Walter Fretes, a midfielder who stood out in the 2010 season and was signed by the management of Julio Pacheco in mid-2011.
However, he did not manage to debut in Guarani; in fact, his hiring was denied by the then general director of Universitario, Enrique Sánchez: "We never thought about Fretes, not even for two minutes. It was never about a failed negotiation due to lack of money, there simply was no interest. I'm interested in the truth being known, I don't know who the player's agent is, but any version from them is unrelated to reality," he explained.

But Fretes countered: "I have a signed contract with President Pacheco, but I haven't received anything. I don't know what's going on," the player commented. "Maybe we could reach an agreement with 'U', but I want to enforce my contract. I have a bad impression of Julio Pacheco," he added.
"He signed me, but never let me play. He never called me to explain what happened. I waited for him for a long time," the Paraguayan declared at that time, according to statements collected by Líbero.
Until 2020, a report from the program "Fútbol en América" revealed that Universitario owed Fretes $383,000 despite him not playing a single minute with the crema jersey. The midfielder had a contract until the end of 2012 and for 2013 he was signed by Deportivo Capiatá from his country, a team he played for until 2014 when he retired from professional football.
