Publication of the new regulation to the Sports Law is deemed

The new regulations to the Sports Law provoke coincidence in the leadership and their publication is also questioned when the Assembly discusses a new law.

Augusto Morán, president of the Ecuadorian Olympic Committee (COE), points out that there is a contradiction in some rules and gives as an example that it is recognized that the COE, national sports federations, and the Paralympic Committee are governed by international regulations, but that power is distorted in subsequent articles when it refers to anticipated elections and other affects.

"We have to make a requested reform by the IOC and another requested by the 2020 agenda, and we can take advantage to adapt the regulations without affecting our autonomy," says the executive.

Morán questions the publication of regulations when a new Sports Law is being discussed in the Assembly and defends autonomy. "We do not understand why they make a regulation reform if a new law is going to come out. High Performance has autonomy enshrined in the Olympic Charter and the UN resolutions, and there are enough mechanisms to separate what is the formative stage and high performance."

The executive points out that "there has not been a socialization of the reforms to the Sports Law. We are going to talk to our affiliates and international federations to defend our autonomy. There is a request about governance, elections that we have to do next year when the coronavirus measures are lifted, and reforms have to be made so that even assemblies can be done via Zoom."

On the other hand, Lauro Cedeño, president of the Ecuadorian Volleyball Federation and the Sports Federation of Manabí, points out that he has been notified about the Executive Decree that puts into effect the new regulations to the Sports Law and invalidates the previous one, "so we are still analyzing it."

However, the executive adds that the new regulation, "is not without its peculiarity that a new regulation to the Sports Law Physical Education and Recreation is published when a new law is being discussed in the Assembly. Moreover, especially when 360 days are granted for sports organizations to reform their statutes."

Cedeño hopes that the new regulations "tend to normalize peculiarities that were not contemplated in the previous one, and return to more agile administrative, technical, and sports processes." (D)
