Without mercy. The Disciplinary Tribunal of Conmebol has imposed a drastic sanction on River Plate for the entry and lighting of flares in the stands of the Monumental stadium during the first leg of the Copa Libertadores semi-final against Boca Juniors. Now, River Plate will have to pay a fine of $200,000 and play their next home match behind closed doors.

The sanction imposed on River Plate, according to the Disciplinary Tribunal of Conmebol, is for violating "articles 8, 13.2, subsection c) and article 21 TER of the 2019 Disciplinary Regulations and articles 25, subsections e) and f) of the Conmebol Security Regulations."

River Plate's luck is that this year the Copa Libertadores final will be played on neutral ground, so it will not be affected by the issue of their fans' entry. However, the financial fine will be deducted from the payment for broadcasting rights that Conmebol makes at the end of the tournament.

When will River Plate play behind closed doors?

The sanction imposed by Conmebol, if it remains after the possible appeal by River Plate, will be fulfilled in the next home match that River Plate plays in the Copa Libertadores. This could be in the group stage of the 2020 edition - if they win the current tournament or qualify through the Argentine Superliga 2019 - or in the preliminary phase, which they would access as possible champions of the Copa Argentina.

This is the resolution of the Disciplinary Tribunal of Conmebol that sanctions River Plate:

The Disciplinary Tribunal of CONMEBOL,
RESOLVES

1st. TO IMPOSE on CLUB ATLÉTICO RIVER PLATE a sanction consisting of playing their next home match in official competitions organized by CONMEBOL behind closed doors.

Consequently, the following persons or groups of persons shall be allowed access to the stadium:
a) A maximum of 70 (seventy) members of the delegation of CLUB ATLÉTICO RIVER PLATE, including players, coaching staff, medical personnel, remaining officials, and directors of the Club.
b) A maximum of 20 (twenty) persons as directors or members of the Argentine Football Association.
c) Accredited journalists, provided that the list of accreditations with the details and identity of the journalists has been submitted to the CONMEBOL Delegate at least 24 (twenty-four) hours prior to the start of the match. Journalists must carry out their work in their usual places of work.

d) Technical personnel responsible for the television broadcast of the match.
e) 12 (twelve) Ball boys.
f) Police and security staff assigned specific tasks related to the security of the match.
g) Persons performing functions related to the stadium infrastructure (lighting, cleaning, etc.).
h) The delegation of visiting teams, up to a maximum of 70 persons, including players, coaching staff, medical personnel, remaining officials, and directors of the Club.

2nd. TO IMPOSE on CLUB ATLETICO RIVER PLATE a fine of USD 200,000 (TWO HUNDRED THOUSAND US DOLLARS). The amount of this fine will be automatically deducted from the amount to be received by CLUB ATLÉTICO RIVER PLATE from CONMEBOL for broadcasting or sponsorship rights.

3rd. TO EXPLICITLY WARN CLUB ATLÉTICO RIVER PLATE that in the event of any repetition of any infringements of a nature equal to or similar to that which has given rise to this procedure, the provisions of Article 21TER of the CONMEBOL Disciplinary Regulations and the consequences that may result from it will apply.

4th. TO NOTIFY CLUB ATLETICO RIVER PLATE.
An appeal against this decision may be filed with the Appeals Chamber of CONMEBOL within a period of seven consecutive days, starting from the day following the notification of this decision in accordance with Article 63.3 of the CONMEBOL Disciplinary Regulations.

The appeal must comply with the formalities required in Articles 59 and following of the CONMEBOL Disciplinary Regulations. In accordance with Article 63.5 of the CONMEBOL Disciplinary Regulations, the appeal fee of USD. 3,000 (THREE THOUSAND US DOLLARS) must be paid by bank transfer.
