FIFA ensures that an expanded World Cup to 48 teams in 2026 "requires a flawless process" to choose "with the greatest impartiality and transparency" its host, a decision that for the first time will be made by the Congress after a bidding process that even considers what will happen if it does not select any.

With the official communication made by Morocco and a joint project of Canada, Mexico and the United States, FIFA made public the details of the procedure, whose next scheduled date will be November 30 when the deadline for submitting the bidding agreement will be closed.

This must be sent to FIFA on March 16, 2018 and months later, in June, the Council will make a shortlist. Then, on the eve of the inauguration of Russia 2018, the Congress will decide on June 13th of next year whether or not to select any bid.

FIFA has planned that if there is no choice, it will launch a new mechanism to invite the rest of the federations to submit one, but excluding those that have participated in the previous process.

The preparation phase of new projects will extend until the third quarter of 2019; the evaluation phase until the second quarter of 2020 and the Congress to be held in May of that year will have to decide.

The principles of transparency - "no decision will escape public scrutiny", commitment to human rights and sustainability, participation - the 211 member federations of FIFA gathered at the Congress will vote - and objectivity will be the ones that support the entire procedure.

FIFA has created an evaluation group for the bids, which will assess the commercial aspects (competition expenses, estimated income from ticket sales, service packages and marketing and audiovisual rights) and infrastructure (stadiums, facilities for teams and referees, accommodation, transportation, IT and telecommunications and fan accommodation).

The score of the infrastructure will account for 70% of the total and that of income and expenses 30%.

To safeguard the integrity of the process, FIFA has issued conduct rules that establish the obligation to always apply the fundamental ethical principles, the prohibition of giving or receiving inappropriate gifts and that member federations collaborate dishonestly or interfere in the activities of other federations.

The conduct rules of the bidding process will remain in force during the organization phase, and FIFA reserves the right to terminate any agreement if it detects behavior contrary to ethical principles.

The candidates must ensure that they have the unconditional support of the government authorities of the country at all administrative levels - local, regional, state - which implies the signing of government guarantees and the provision of operational, fiscal and administrative assistance.

"FIFA has radically reviewed and improved the mechanisms for selecting the host of our most representative event," FIFA said in reference to a World Cup with 48 teams in which there will be 16 UEFA teams, 9 from Africa, 8 from Asia, 6 from South America and 6 from the CONCACF and one from Oceania.
