Goku wasn't always the same when Dragon Ball was in its infancy. The first sketches by Akira Toriyama show that the appearance of the Saiyan, when he was a child, was very different from what we saw in the anime.
A first design of the protagonist of Dragon Ball was inspired by a monkey, something that makes sense since Goku is based on "Sun Wukong", the main character of the Chinese legend "Journey to the West".
Then things started to take shape for the next release of Dragon Ball in the manga. Toriyama made more changes to make Goku a person with an ordinary appearance, except for his spiky hair. It's noteworthy that the manga artist considered the hongito haircut, something we later saw with Gohan in Dragon Ball Z.
Fortunately, things turned out well and we stayed with the Goku we have known all along until Dragon Ball Super.
