The Ministry of Economy and Finance (MEF) has published a decree that implies an increase in the minimum wage for public sector workers. If you are an employee of a state entity, we suggest examining carefully all the details related to this measure, which came into effect on January 1, 2023.

Who will benefit from the salary increase?

According to Supreme Decree No. 311, the monthly increase in the salaries of public sector workers is linked to the Annual Budget Law for the Fiscal Year 2023, which amounts to S/ 214,790 million.

According to article 2 of said law, the increase is of a remunerative nature; it will be subject to social charges and will affect the calculation of labor benefits (vacations, social security, among others).

The beneficiaries of this salary increase are the following: servers, managers, and officials whose contracts are subject to legislative decrees 728 and 1057, and Laws 30057, 29709, and 28091.

How much will the salary be increased?

The monthly increase in salaries approved for public sector workers, according to their employment regime, is as follows:

One point to highlight is that, according to the newspaper El Peruano, in the case that the total monthly income plus the approved increase (according to the employment regime of each worker) exceeds S/ 15,600, "the monthly increase amount is adjusted to said limit."

What are the conditions for the salary increase?

According to the information from El Peruano, there are two conditions for the granting of the monthly increase:

  • In national government entities and regional governments, the beneficiary employees must be registered in the Computer Application for the Centralized Registry of Payrolls and Human Resources Data of the Public Sector (AIRHSP) of the Ministry of Economy and Finance (MEF).
  • The income received by the employee must not exceed S/ 15,600, in accordance with article 2 of emergency decree 038-2006.

What is the minimum wage in Peru this 2023?
