This Saturday, in the early hours of the morning, the Anticorruption Police of Lima, in coordination with the Arequipa Prosecutor's Office, carried out an operation to arrest an alleged criminal organization accused of accepting money to favor and approve resolutions in different projects. Among those accused are the regional governor of Arequipa, Elmer Cáceres Llica, and the regional councilor, Ysrael Zúñiga.
'Cachete', former striker and idol of FBC Melgar, serves as a regional councilor in the current government and was one of those arrested this morning.
The preliminary detention order for 10 days was approved by Judge José Málaga of the Sixth Preparatory Investigation Court of Arequipa. The mega-operation involved the participation of 120 police officers and 43 prosecutors. Most of the detainees were arrested in their homes, and their cell phones, laptops, among other items, were also confiscated.
The agents were also at the Regional Council of Arequipa to take away various documentation that will help clarify the facts.
According to police information, it seems that Cáceres Llica recruited some regional councilors by offering them the delivery and administration of works, economic and labor benefits, as well as plots or state lands in order to avoid scrutiny.
Under these promises, he apparently also expected support in not admitting to the requests for interpellation that could be presented both against him and his trusted personnel occupying expectant positions in the regional government.
