- Finance their airfare to the United States.
- Comply with the vaccination requirements and other public health requirements established by the U.S. Government.
The following individuals are not eligible:
- Those who have permanent residency or refugee status in any other country or have dual nationality.
- Those who have received a deportation order from the United States in the past five years or are subject to an inadmissibility ban based on a previous expulsion order.
- Those who have irregularly crossed the borders of the United States, Mexico, or Panama after January 5, 2023.
