Higuera would have reached an agreement with the government of Michoacán to have a soccer team.

José Luis Higuera has reached an agreement with the government of Michoacán to bring a franchise to the known as 'Development League' to Morelia, reported ESPN journalist José Ramón Fernández.

"It seems that José Luis Higuera has reached an agreement with the government of Michoacán. Morelia will possibly have a team in the expansion league. Later on, they will seek to buy the franchise of a first division team, since there is no promotion," José Ramón Fernández reported.

The government of Michoacán, through its Secretary of Government, Carlos Herrera Tello, reported in past days that the only proposal they had was from José Luis Higuera and they were willing to support it.

Until today, the previous administration has not vacated the Morelos stadium and it is expected that in the coming days they will remove all the equipment, so that a new team can occupy the facilities.
