Note about the Liga MX
The Liga MX made it clear that, since the requirements were not met in a timely manner, neither Alebrijes de Oaxaca nor Cafetaleros de Tapachula will be able to ascend to the top division. Therefore, the final they will play will be purely for economic incentive.
Through a statement, the Liga MX/Ascenso MX informed that the criteria for promotion were approved by the club assembly on May 22, 2017. This was announced and ratified by the league itself in the second division.
They also reported that the regulations with the requirements have been published on the official websites since May 30 of last year, so all the teams were aware of the promotion process.

That is why "nothing in the Competition System, nor in the promotion and relegation conditions, has been modified at all, since the current regulations are the only ones that establish the rules to be applied in this season."
At the end of the Ascenso final in the Clausura 2018, Enrique Bonilla, president of the Liga MX, clarified that Alebrijes and Cafetaleros do not have the right to compete for the spot left by Lobos BUAP in the top division, as they did not meet the certification. Therefore, if the wolves do not pay the 120 million pesos to remain, the First Division could be played next season with 17 teams.
