This change will be made starting on November 20th and will apply to everyone, including those who are new or have been playing Riot games for several years.

In other words, Riot's strategy is to unify all its games, such as Valorant and League of Legends.
Starting from the indicated date, players will no longer be able to change as frequently. To change the Riot ID for free, it will have to be done every 365 days from the official website.
