At least in the movie, Tony Bellew has been champion. However, that does not fulfill his dream of a world championship as he wants to be immortalized in the history of boxing, not cinema.
In his attempt to be light heavyweight champion, he failed when challenging Adonis Stevenson. Now he is looking for a title in a new division. He plans to be the cruiserweight champion of the World Boxing Council.
To achieve this, he must first defeat Ilunga Makabu. The title is vacant, so there is no advantage for either fighter, as they both come as challengers.

English boxer Tony Bellew claims he wants to make his dream come true and become the green and gold champion of the World Boxing Council when he faces Ilunga Makabu from Congo at Goodison Park Stadium in Liverpool on May 29.
Bellew acted as champion in the movie "Creed," defeating the protagonist of the film. Now he is confident that he can become the cruiserweight champion of the WBC, just like in the movie.
"This fight is a great opportunity for me, I must thank everyone who has believed in me and supported me for this match," he commented.
The "Bomber" is convinced that now is his time, but the European champion acknowledges that he will face the most dangerous opponent he has ever faced to date.
"This is the most dangerous fight of my career without a doubt. Makabu is a very good boxer, a world-class fighter, very strong, very dangerous, and with a good defense. He doesn't really have many flaws, so I will have to have a perfect fight to win and fulfill my dream," Bellew concluded.
