A new chapter in the dispute over broadcast rights, Alianza Lima, Universitario de Deportes and Cienciano criminally denounced Juan Gustavo Varillas Solano, the judge who approved the precautionary measure requested by the Peruvian Football Federation (FPF).

The three mentioned teams accuse the magistrate of alleged bias, which prevented the Consorcio Fútbol Perú (GOLPERÚ) from broadcasting the matches of Liga 1 2023, which they consider "irregular favoritism".
"There is clear bias towards the interests of Agustín Lozano, which would lead us to believe that there is an illegitimate agreement of favoritism, that is, an act of corruption, taking into account the background of both individuals. There is an abuse of power by Juan Gustavo Varillas Solano (judge) and Juan Merino Bustamante (legal specialist in charge of the case). Both have granted a completely disproportionate precautionary measure to the detriment of professional football clubs, without adequately justifying the requirements that every precautionary measure must meet," the document reads.
They also added: "As is public knowledge, the FPF has requested a variation of the precautionary measure so that anyone who wants to broadcast the football matches must first obtain authorization from the FPF, which demonstrates a clear and evident flaw in the processing of the precautionary measure, as well as the manipulation of the judiciary so that, through operators bordering on acts of corruption like Juan Gustavo Varillas Solano (Judge) and Juan Merino Bustamante (Legal Specialist), they comply with their requirements. In other words, a ruling is being requested that would already be agreed upon behind closed doors, further harming the clubs."
On the other hand, on Friday, January 20, it was reported that the FPF requested changes in the precautionary measure for the broadcasting of matches in the Peruvian First Division.
