The Ministry of Housing, Construction and Sanitation (MVCS) has ordered on Monday, July 25th the creation of the Emergency Housing Rental Bonus, which will allow for immediate assistance to families who have lost their homes due to natural or human-induced disasters.
The economic assistance of S/500 will be granted for the rental of a house in the department where the declared state of emergency is located. Likewise, it will be given to the affected on a monthly basis and for a maximum period of up to two years.
The MVCS will have a maximum period of 30 days to develop the regulations for the creation of the Emergency Housing Rental Bonus.
This period is established in Law No. 31526, which was published last night in an extraordinary edition of El Peruano after being promulgated by the President of the Republic, Pedro Castillo, and endorsed by the President of the Council of Ministers, Aníbal Torres.
It should be noted that this subsidy can only be applied to emergencies declared by the Executive Branch and that are in force.
In addition, the financing of the bonus will be the responsibility of the MVCS, which will validate the information on collapsed or uninhabitable houses collected by the municipalities after a disaster. The Mivivienda Fund will be in charge of granting and managing this economic assistance.
What is the procedure for granting the bonus?
- The General Directorate of Programs and Projects in Housing and Urbanism (DGPPVU) of the MVCS prepares the corresponding list of potential beneficiaries of the bonus based on the validation carried out by it.
- The MVCS summons the potential beneficiaries for the granting of the Emergency Housing Rental Bonus through ministerial resolution.
- The potential beneficiary of said bonus submits his/her application to the district local government or the citizen service center, which forwards the applications to the DGPPVU. In case the potential beneficiary is a family group, the application is submitted by their representative in accordance with the regulations of this law. The application includes the address of the house to be rented and the name of the lessor, and also includes an affidavit stating that he/she does not have a different house other than the collapsed or uninhabitable one.
- The DGPPVU verifies that the house to be rented stated in the application is not validated as collapsed or uninhabitable and sends the final list of potential beneficiaries of the bonus to the Mivivienda Fund (FMV), which makes the disbursement of said bonus to the potential beneficiary, upon submission of the contract signed with the lessor of the house, with signatures legalized by the justice of the peace or notary public or an affidavit from the signatories declaring the economic impediment for legalization.
- With the disbursement of the Emergency Housing Rental Bonus, the potential beneficiary is considered a beneficiary.
However, if it is found that the money was used for a different purpose than it was granted for, or that he/she has a house suitable for habitation, the bonus will automatically be withdrawn from the person.
On the other hand, the economic assistance does not generate the right to a definitive housing solution. Likewise, the tenant or guardian of the collapsed or uninhabitable house is not a beneficiary of the bonus.
