The Peruvian Foreign Ministry confirmed that Peruvians residing in Chile, Venezuela, Paraguay, and Aruba will be able to participate in the second round of elections on June 6, 2021. It was also specified that there are about one million eligible Peruvians to vote from abroad.

"Unlike the first round of elections, Peruvian citizens residing in Chile, Venezuela, Paraguay, and Aruba will be able to participate in the electoral process. On this occasion, a total of 997,033 Peruvians will be eligible to vote outside the country and exercise their right to vote," said the entity in a press release.

It is worth noting that compatriots in Chile did not participate in the elections on April 11 during the first round. This is due to the general quarantine in that country.

"Given the current epidemiological situation in the southern country, the holding of public events for electoral purposes is subject to restrictions adopted by the health authorities, which limit the movement of people," said ONPE to the Chilean authorities.

On the other hand, Venezuela did not provide a timely response from its Foreign Ministry. It is noteworthy that during that period, ten diplomatic notes were sent to the government of Nicolás Maduro, between the periods of 2020 and February 2021.

The Peruvian Foreign Ministry reported that 19,711 Peruvian voters would not be able to vote in Venezuela because "the regional governors" of Venezuela refused "to provide facilities without the authorization and guarantees of their Foreign Ministry".

Meanwhile, in Paraguay, the Ministry of Foreign Affairs reported that the Peruvian Embassy in Paraguay was unable to carry out the electoral process as it did not meet the capacity requirements.

In Aruba, the Consul General of Peru in Panama reported that the country's current situation does not guarantee the necessary conditions for an election scenario for Peruvians in that territory.
