The World Boxing Organization will review the score of the fight in which Manny Pacquiao lost the welterweight title to Jeff Horn, due to the controversy generated by the decision in favor of the Australian challenger.

However, the WBO clarified that there are no plans to modify the result.

The organization announced the measure in response to a request from a Philippine government agency, which considered it necessary to review the Sunday fight's decision, which was deemed unfair by Pacquiao.

The Games and Amusements Board of the Philippines (GAB) reported that their request sought to protect the integrity of boxing against possible erroneous decisions by the referee and judges. However, the WBO reiterated that the only possibility of overturning the judges' scores is based on proving fraudulent conduct.

"I would be very grateful if the GAB could provide any evidence indicating fraud or violation of the law," said WBO President Francisco Valcarcel in a letter addressed to the Philippine organization on Thursday. "The purpose of this review is to give fans certainty about who won the fight, even though we do not have the power to reverse the judges' decision."

After the bout in Brisbane, American judge Waleska Roldan handed in a scorecard of 117-111, her compatriot Chris Flores ruled 115-113, the same as Argentine Ramón Cerdán. Roldan's score was the most criticized.

In Manila, GAB President Abraham Kahlil Mitra thanked the WBO for deciding to review the result. He noted that, even if it does not overturn the controversial decision, it will send a clear signal that abuses or wrongful conduct will not be tolerated.

"We are happy with that," Mitra told The Associated Press. "We feel that if we stayed quiet, there would be an abuse, but if we complain, they would be more careful... Manny is a senator and a champion, but he suffered abuse from them. If they can do it to him, they can do it to any other Filipino boxer."

Valcarcel said that five anonymous judges will review the fight and assign their own scores to the rounds.

"So, we will tabulate the results to determine clearly which rounds each opponent won with an average scale based on 60, 80, and 100%," Valcarcel said. "This means that three out of the five judges have to agree to determine which fighter won the round."

Valcarcel expressed his respect for the judges, who have worked in hundreds of fights.
