Ángel María Villar criticized the process of elaboration of the Real Decreto that regulates the centralized sale of television rights. In particular, he attacked the Consejo Superior de Deportes implicitly: "Similar economic objectives could have been achieved without harming the clubs by following a different path. This law disrespects the institution that I preside. The Real Decreto violates the rights and competences of the Federation. This is stated in our statutes and those of FIFA. We never received the draft of the Real Decreto. We were informed very late. The information was verbal, short and partial. I think we have been run over. 600,000 footballers stopped and none of our recommendations were heard. This season has been marked by the actions of people unrelated to football, causing a huge damage to our sport."

In his presidential speech at the Federation assembly, Ángel María Villar also had words of praise for the captains of Real Madrid and Barcelona, Iker Casillas and Xavi, who will now leave La Liga to play in Porto and Al-Sadd.

For Villar, both players were essential in the titles of the Spanish National Team and in the successes of their clubs: "There are people who have stood out this year, but who are leaving us: Xavi and Iker, two players dedicated to their teams and to Spain. In difficult moments, they worked to be more united than they were. They are leaving to play in other places, one in Europe and the other in Asia.
